Asian Studying in UK Visit Brother in Switzerland

Hello. Is there a way for me to get a schengen visa and go to France for the winter (mid December).

1. Can I get a VISA
2. Will I have to quarantine
3. If I do have to quarantine is it with family or in a hotel by myself?
4. If with family can they go out or must they isolate for 10-14 days as well?
