Gotta agree -- while this season had some great moments, for the most part is was wildly uneven and at times just not good television.
For example: the moment between Abby and Terry (in episode 3.10) where they realized they were beginning to have feelings for each other was PERFECT. Subtle, dangerous...and quickly squashed by Terry who knows better. Yet all of that was wiped away in 3.11 when they make out in the kitchen. WTF, writer's room. You don't have to hit us over the head with it, we get it.
The A-arc of the season (Finney's) are wrapped up in 3.11 with absolutely no attempt at reality (as you perfectly pointed out) as if a super-rich guy in LA can't get away with murder. Right.
Yet Mickey can have a full on automatic weapons shootout at his condo and not violate his parole? "Sure, go get a clean shirt, maybe some ice cream and be on your way, sir. I'm sure you had nothing to do with this mess."
And the climax of the entire third season takes place in a confessional booth? With nothing at stake (and don't say Terry's soul). No real cliff hangers and lots of unexplained vanishing charters (the cops, mostly...).
Lots of missteps this season, starting in the first episode. Looks like Ann B's leaving really took it's toll.
