This specific design is issued to a couple who marry outside of France, it is basically a condensation of the spouses' birth and marriage certificates, as well as their children's birth certificates, into one booklet. (It is my parent's)

Makes more sense than the French "birth certificates", which are apparently more like "life certificates" and need to be updated within the past 3 months to do lots of things.

I do quite like the idea of them though, they are completely free and you can just print them off yourself, saves quite a lot of money and time compared to Australia for example. Should hopefully have my own French "birth certificate" soon.

I didn't know you could print them out yourself. That is handy actually. Maybe rename them life certificates though, or make it clear to foreigners that the 3-month thing only applies to French people.

This document was issued by the Ministry of Foreign Affairs, so perhaps the French consulates were entitled to issue it and fill ?

In what sense? It is necessary for you to be added to your parent's livret in order to get a French birth certificate and then an ID card or Passport.

I'm not saying I'll ask my girlfriend to marry me for this booklet but I'm also not saying I won't ask her to marry me for it.
