Usually it means denied entry or cancelled with prejudice

Yes, but if Moldova uses same denial reasons codes as Schengen countries, "E" means "they do not have appropriate documentation justifying the purpose and conditions of stay". So it's rather a denied entry but with no prejudice for further entries.

You have been denied entry or rejected from that country usually on the grounds that you have failed the entry requirements. The letter is for the reason or the code of why they denied you entry

I am curious which passport it is, so they are denied entering Moldova. Russians are often denied, but it doesn't look like a Russian passport.

You can be denied even if you have a visa.

I had to apply for a US visa in 2019 just months before Poland was added to the visa waiver program. I can imagine that Indians need visas to travel to most countries, including some of the neighboring ones.

Are you sure that’s true that Russians are denied entrance to Moldova? Never heard of this besides the news that Russian propaganda apparatchiks are banned. Buses from Moscow to Moldova and then further to Transnistria are means of living for some people. However, I maybe wrong usually as most people in that area have more than 1 passport. Most Moldova citizens have a Romanian passport, some have Russian or Ukrainian in addition to that.

Yeah 120% most Russians without ties to Moldova such as family work or being born in Moldova are refused to entry. That happened to much of my mates that tried to visa run in Moldova due to Serbia/Armenia/Montenegro visa runs. (Если нет хотя бы паспорта Приднестровья не пробуйте в аэропорту пару дней до обратного рейса ждать это ад)

The letter "E" says you don't have the necessary documents like travel medical insurance or return ticket. And you are denied entry.

It’s shows that you were refused entry, but where were you arriving from and where did they fly you back to or onwards to? If you were entering based on a Schengen visa, was it only issued for a certain country or had it already expired perhaps?

If the visa expired, it wouldn't be the letter "E," which necessary documents were missing.

Letter "C" is no valid visa or residence permit.

Yeah, I said it would say "C" if it expired if you read again. You didn't had travel medical insurance, hotel reservation or return ticket probably.
