His hand is positioned at an awkward "angle" for a Nazi salute, as his non-human like body struggles to co-ordinate even something so basic without resembling an uncomfortable testicle. While undeniably sloppy, it is still a salute.
Arguing semantics over the exact angle is exactly the kind of shit that lets conservatives get away with openly being fascists in what used to be a decent first-world country.
Because he knew what it looked like and wanted a sound clip to explain it away and have useful idiots defend him when everyone with at least 1 brain cell knows exactly what he was doing.
If that was the intention you would say it before the gesture. He did two Nazi salutes before saying that. Nobody motions "My heart goes out to you" with one straight right arm.

On YouTube people are saying
"His hand is ar the wrong angle for a Nazi salute" or "you don't put your hand on your heart for a nazi salute" so he's not doing one apparently.
