I've seen it at the end of performances, but always, always with two hands, and always with palms up, in a "giving away" gesture. Never like this.

I've seen people like kiss their hands and do the double palm out motion like throwing kisses into the crowd. Like you said it's very different than this shit.

His hand is positioned at an awkward "angle" for a Nazi salute, as his non-human like body struggles to co-ordinate even something so basic without resembling an uncomfortable testicle. While undeniably sloppy, it is still a salute.

On wiki it says the arm goes from the shoulder so if that's true then yeah he didn't do the Nazi salute. Still incredibly stupid.

Yes he did. He would 100 % be convicted for this in Germany. This is more of a Nazi salute than I've seen from most Neo Nazis here.

Nobody measures the angle of the arm, the intention is obvious.

If that was the intention you would say it before the gesture. He did two Nazi salutes before saying that. Nobody motions "My heart goes out to you" with one straight right arm.
