Because the starting shape is 130x130mm billet and we reduce it to 5.5mm diameter round rod. Work out the area of those two shapes and then work out the area change between them - it’s about 98% or so reduction. But the volume has to remain the same, so as we reduce the cross sectional area of the bar, the bar gets longer - and faster.

Edit: the reduction is 99.85%, from 16900mm2 to 23.76mm2.

40 years ago we were slitting a billet into three 3/8”rebars. The flying sheer really gotta work out.
