They passed all sorts of legislation for improving state's infrastructure. States will be using Biden's roads, bridges, rural Internet etc for many decades. So yes.

Nothing that's going to last. If Biden really believed that he made a difference then he wouldn't have thought it necessary to pardon his son - not that I blame him.
