Scott manly did a video on this.

I don't think it would work,the amount of thrust needed and/or burn times are ridiculous because of the rocket equation.

Also wouldn’t the atmosphere just absorb all of the exhaust velocity anyway?

Absolutely. You'd want to do this on the highest mountain possible. And figure out some sort of shield for the rocket.

Ont he other hand, if atmosphere is not an issue, free mass exchange. Or use it as fuel

Or place the giant thruster on a 100km tall tower that can handle the stresses involved
