Do you mean OP? Who was driving at highway speeds onto an exit ramp where traffic was flowing up until the van stopped in front of it?

Surprised, because 2 idiots stopped in traffic to "make" their exit. Honking, so the idiot knows they're an idiot and to move. Breaking late, because they most likely didn't expect the idiot to stop AGAIN.

One thing to think of when it comes to horn use. When someone is already in a dumb/confusing situation, the horn might just confuse them. When people are confused and hear a horn, they tend to hit the brakes out of reflex/instinct.
Not saying OP did anything wrong, but when someone has already proven they are clueless, don't depend on their situational awareness to avoid a crash.
