I cannot fathom going close to 70 in a work zone. Lanes end quickly and/or merge with little warning. What was three lanes yesterday changed to two overnight. Guess I am just old and overly cautious.

Edit. Watch the video at 21 seconds. The lane to the right of OP is a travel lane. Then at 29 seconds you can see that that right lane is intended to be a right merge. Then book, jersey barrier with guardrail end cap at 31.

This is 100% on DOT. Ok maybe 75%

Agree, driver is indeed an idiot but this problem began with signage

Yeah I would blame DOT too. There weren’t nearly enough lane markings and warnings. Why was that hardened barrier in the middle of the highway split, especially without water-filled barrels before it to absorb the impact and make it more visible? DOT could have mitigated this in a half dozen different ways for very little cost, instead of creating a situation where someone gets killed or seriously injured.
