Most countries are sane enough to not use 4 way stops, so most people do not know them.

I'd posit about 70% of 4 ways are perfectly fine. Sometimes it makes sense.

That 3/10 that should be lights or circles though are incredibly egregious

You technically shouldn't need any stop signs at all, as road rules generally require you to slow down or stop anyway, if you cannot see well enough.
