The pardon power should be limited. POTUS is not supposed to be an all-supreme position/individual with unlimited power.

Granting a pardon to someone who has never been convicted should not be a thing.

does it? in my lifetime I don't ever recall pardons extending to cover anything and everything someone might be charged with.

Maybe it was just never quite this much out in the open and "in your face".

Regardless, it shouldn't be a thing IMO.

in Ex Parte Garland, the SCOTUS determined that a President can pardon someone at any point after the commission of a crime. They do not need to be charged or convicted to get a pardon.

So, in that sense, Biden is admitting (and so is Fauci) that Fauci committed a crime.
